The IT Application Lifecycle Management team at Colorado Springs Utilities performs standards-based development, configuration, unit testing, maintenance and support of enterprise class Commercial Off-the-shelf (COTS) solutions and in-house developed applications that reside on both public cloud and private cloud/data center platforms. These solutions are based on prioritized business requirements that have been vetted via a standard solution architecture process and adhere to enterprise architecture principles.
As the Oracle Applications Lead you will provide consistent, high quality leadership to the organization by upholding a rigorous software development lifecycle paradigm. You will collaborate with Application, Integration and Information Domain architects to lead, coordinate and continuously improve existing and new solutions with an enterprise integrated mindset. This may also include integration of mobile channels using the Oracle Mobile Platform, and on premise integration using the Oracle SOA Suite and Oracle Data Integrator platform.
Typical Lead Responsibilities:
Lead the configuration, development, integration, testing, maintenance, and support of complex application systems. Includes interfacing with COTS vendors and contractors.
Plan and schedule work assignments to ensure appropriate use of resources and timely delivery
Coach, train and mentor staff to fully develop and increase skillsets
Create staff development plans to align with organizational and departmental vision
Conduct performance reviews of staff, and make pay recommendations within enterprise guidelines
Provide expert domain knowledge and skill for Oracle Application configuration and development best practices
Review and approve construction artifacts including code design, working code, test plans, processes and technology standards.
Collaborate with the application administration and support teams to resolve system issues and outages
Collaborate with the domain architects on new and ongoing work efforts
Facilitate code design and code reviews
Build a high performing team, foster open communication, transparency, trust & collaboration within & across departments
Participate in disaster recovery planning and testing
Ensure compliance with our enterprise ITIL framework including Change & Release processes
Clearly and concisely communicate information to both technical and non-technical audiences
Applicable skills include:
Development and configuration experience with Oracle Fusion and Oracle Utilities Application solutions including:
Financials (AR, AP, GL, FA, Projects, Planning & Budgeting,)
Utilities Customer Care and Billing - CC&B , Meter Data Management - MDM , Work and Asset Management - WAM
Supply Chain (Contracts, Procurement, Inventory)
Fusion Middleware (Business Intelligence, dashboards and operational reporting, WebCenter Suite)
Strong knowledge of current industry standards and technologies (e.g. continuous delivery, microservices, DevOps, API management, rich / java script enabled web applications, HTML5, CSS, XML, etc.)
Experience with Oracle application development frameworks (e.g. J2EE, Oracle ADF, Oracle JET, Oracle OUAF)
Experience with IDEs such as Oracle JDeveloper, Oracle SQL Developer, Eclipse
Oracle Database experience
Security implementation (encryption, certificates, access controls)

What will it take to be successful in this position? The ideal candidate will have experience with:
Oracle Enterprise Application development and configuration including integration, object models, reporting and analytics and software extensions where required
Solid understanding of system architectures including, software and hardware components, databases, operating systems, software applications, network communications, firewalls, and cyber security
Strong experience with source code management tools such as GIT and Oracle Developer Cloud
Experience with continuous build and integration tools
Understanding of Oracle cloud PaaS subscription offerings and process
Sound problem solving skills with linear and logical troubleshooting
Process, code specification, standards-based coding and configuration and documentation skills
Team Leadership, Mentoring, and interpersonal communications
